The Government of the Republic of Cameroon has received a fund from the International Development Association in order to finance the Livestock Development Project (PRODEL), and intends to use part of these funds to carry out payments under rules for which this Open Quotation Request is published.

It is planned as part of the execution of the said project to request services relating to: ” Open Quotations’ Request (OQR) No.001 /OQR / MINEPIA / PRODEL / STB / 2020 for the communication media production as part of the PRODEL.

The financing relating to this Contract provided by IDA Credit : 5908 – CM of the International Development Association (IDA) and the Counterpart Funds from the Cameroon State.

For this purpose, you will find attached, the quantitative descriptive form/slip for supplying the said equipment which I would ask you to kindly quantify and return to me no later than 07 Août 2020 at 11 a.m. in a sealed envelope addressed to the National Coordinator of the Livestock Development Project (PRODEL), at Bastos , 400metres, street behind World Bank offices, R + 2 building, painted in lime green color (Office of the Junior Specialist in Procurement in groun-floor), street 1761 Yaoundé and must be marked:

“Open Quotation Request No. 001 / OQR/ MINEPIA / PRODEL / STB / 2020 of 15 Juillet 2020 for the communication media production as part of the PRODEL

TO BE OPEN ONLY DURING COUNTIING SESSION”

Bids will remain valid for 60 days from the date of bid opening.
Interested bidders/tenderers can obtain a complete Quotation Request in French (paper or PDF version) by making a written request to the address mentioned below in the premises of the National Coordination Unit of the Livestock Development Project (PRODEL) located at Bastos, at 400 metres, street behind World Bank offices, R + 2 building, painted in lime green color (ground-floor), street 1761 Yaoundé.
The contracting authority will award the contract to the tenderer, whose bid has essentially complied with the provisions of the Open Quotation Request, and that it is the lowest priced quotation, provided that the Bidder is in additionally deemed qualified to carry out the Contract satisfactorily under the following conditions:

1. The Bidder must produce a bid bond in the amount of three hundred thousands (300,000) CFA francs issued by the institutions provided for by the regulations in force ;
2. The bidder must demonstrate, with supporting documentation, that it meets the following experience requirements :

– A list of similar contracts of at least two (2) similar contracts with a minimum amount of 25,000,000 CFA Francs each including taxes, made by the Bidder as main supplier during the last three (3) years (2017, 2018 and 2019), must be provided with the amounts in freely convertible currency (Excluding Tax & all taxes included) and the names and contacts of the purchasing Administrations. (Attach copies of contract extracts (First and signature pages) and receipt minutes) ;

– The samples ;

– A financial capacity of at least thirty million (30,000,000) CFA francs.

Note : When evaluating the bids, the lack of one of these documents will result in the systematic rejection of the bid.

All the documents mentioned above must be certified as true – signed and dated.
The bids will be open on 07 Août 2020 in the Conference Hall of the National Coordination Unit of PRODEL located at Bastos 400 metres, street behind World Bank offices, R +2 Building, painted in lime green (ground-floor), street 1761 Yaoundé, by the Special Tender’s Board (STB) with PRODEL, at 11 a.m. sharp, in the presence of the representatives of duly authorized bidders who wish to be present at the opening.

The bids produced in seven (7) copies including one (1) original and six (6) copies marked as such will be cost excluding VAT and All Taxes Included (TTC) and attached with the model of signed contract letter, which will constitute the contract in case your bid is accepted.

Bids not in compliance with the prescriptions of this Open Quotation Request will be rejected.
Services to be provided under this Open Quotation Request will be reviewed for compliance with the characteristics in the premises of the National Coordination Unit of the Livestock Development Project (PRODEL) located at Bastos, street behind World Bank offices, R + 2 building, painted in lime green color (ground-floor) (right side), street 1761 Yaoundé and delivered in RD / MINEPIA before any reception within a maximum deadline of sixty (60) days, after the notification date  to start-up service order.
